Instrumento de cooperaci\u00f3n internacional: protocolo facultativo de la convenci\u00f3n sobre los derechos del ni\u00f1o relativo a la venta de ni\u00f1os, la prostituci\u00f3n infantil y la utilizaci\u00f3n de ni\u00f1os en la pornograf\u00eda, adoptado en Nueva York, el 25 de mayo de 2000<\/li>\n<li style=\"text-align: justify;\"><strong>PROTOCOLO FACULTATIVO DE LA CONVENCI\u00d3N SOBRE LOS DERECHOS DEL NI\u00d1O RELATIVO A LA VENTA DE NI\u00d1OS, LA PROSTITUCI\u00d3N INFANTIL Y LA UTILIZACI\u00d3N DE NI\u00d1OS EN LA PORNOGRAF\u00cdA, ADOPTADO EN NUEVA YORK, EL 25 DE MAYO DE 2000<\/strong> &#8211; Obligaciones de los Estados para ejercer su jurisdicci\u00f3n frente a los delitos se\u00f1alados en la convenci\u00f3n<\/li>\n<li style=\"text-align: justify;\"><strong>PROTOCOLO FACULTATIVO DE LA CONVENCI\u00d3N SOBRE LOS DERECHOS DEL NI\u00d1O RELATIVO A LA VENTA DE NI\u00d1OS, LA PROSTITUCI\u00d3N INFANTIL Y LA UTILIZACI\u00d3N DE NI\u00d1OS EN LA PORNOGRAF\u00cdA, ADOPTADO EN NUEVA YORK, EL 25 DE MAYO DE 2000<\/strong> &#8211; Cooperaci\u00f3n judicial internacional (extradici\u00f3n): no prima frente a la obligaci\u00f3n de cada Estado de impedir la impunidad en su territorio<\/li>\n<li style=\"text-align: justify;\"><strong>EXTRADICI\u00d3N <\/strong>&#8211; Hecho ocurrido en Colombia: viabilidad de aplicar la ley extranjera, cuando el hecho genera consecuencias negativas para el pa\u00eds requirente<\/li>\n<li style=\"text-align: justify;\"><strong>EXTRADICI\u00d3N<\/strong> &#8211; Hecho ocurrido en Colombia: viabilidad de aplicar la ley extranjera, cuando exista regulaci\u00f3n internacional que permita crear una ficci\u00f3n territorial<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">La Sala de Casaci\u00f3n Penal, emiti\u00f3 concepto desfavorable sobre la solicitud de extradici\u00f3n del ciudadano peruano-estadounidense H.P.R.B. formulada por el Gobierno de los Estados Unidos de Am\u00e9rica.<\/p>\n<p style=\"text-align: justify;\">Lo anterior, al considerar que, las conductas atribuidas a H.P.R.B. ocurrieron, en su totalidad, en Colombia, las v\u00edctimas son de nacionalidad colombiana y los hechos ya est\u00e1n siendo objeto de juzgamiento por las autoridades judiciales competentes de este pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">Para el efecto, la Sala, dando aplicaci\u00f3n a los principios de territorialidad, soberan\u00eda nacional y aut dedere aut judicare;
